Algeria's Disastrous Anti-Terror Failure Raises Questions About Leadership

Washington / Morocco News  Board--   As the dust settles on the Algeria's Amenas hostage taking tragedy, some Algerians are raising obvious questions about the efficacy and reliability of their Military Intelligence agency (DRS). 

If the Algerian Army (ANP) did a good job in eradicating the terrorist group who took over the Gaz complex that is located at Tigantourine,  at the expense of more than thirty foreign and Algerian hostages who died during the raid, the intelligence failure of Algeria's Military Intelligence agency "DRS" and the breakdown in Algeria's diplomatic communications with World Capital are indications of the collapse of the ANP and DRS’s old guard anti-terror strategy. 

 

Would the In-Amenas attack bring about a change at the DRS and the ANP opening up the leadership field to young energetic officers who are more attuned to  the recent changes in regional geopolitical realities?

 

The Algerians have been solidly behind the ANP’s harsh response to the terror attack. However, some public criticism is emerging. Algerians are asking: How could thirty heavily armed terrorists cross the Algerian-Libyan border without being detected by border guards from the two countries? Where were Algerian security forces while the terrorists drove with multitudes of sophisticated weapons from the Libyan borders to the site of the attack? But the most  disturbing question remains: how did Belmokhtar group bypassed security checks and drove 10 km from the first Police checkpoint to the gas refinery in eastern Algeria ? As the Algerians ponder these questions,  some are hoping to see  a new young leadership emerges at the helm of the Algerian security and armed forces.

 
The attackers’ ability to overrun the remote desert facility with ease and efficiency is a flagrant failure of the DRS intelligence units. The “embarrassing” and contradictory comments by Algerian Prime Minister and his Interior Minister made the Algerian “civilian” government look like a lackey of the DRS and the ANP leadership reinforcing the image of a “secret” military council governing Algeria.
 
While World leaders justified Algeria’s decision to go alone in its counterattack to free the hostages on Algeria’s bloody history fighting terrorism, young Algerian do realize that the world has changed since the “black years” of the civil war. Today’s terror groups  are multinationals, Belmokhar group had six nationalities, requiring an international response. Algeria’ fear of foreign assistance is hampering anti-terror efforts in the Sahel, North African and the Sahara. In fact “contemporary” terror organizations are exploiting Algiers “old fashion” anti-terror approach to thrive in the Sahel. If Washington, Paris and Rabat welcome assistance in their fight against terrorism, why wouldn’t Algeria?
 
Asking for Foreign military and intelligence assistance in fighting terrorism  is neither unpatriotic nor a sign of weakness. The concept of a true international anti-terror approach  seems to be lost on the DRS old guard “fraternity” who has been in power since 1965.  
For experts on Algerian affairs, the In Amenas operation, will not bring much of a transformation to the military institutions in Algeria. Yet, these events may push some elements within the DRS and ANP to take matter into their own hands forcing a change that would benefit Algeria, the Sahel and Sahara.

Algeria is the most hypocrite place on earth, first they open their air space to France to the chagrin of regular Algerians but at the same time they refused help from anyone who offering help.

They tried to hide the number of deaths that occurred but when the world was waiting for answers, they had no choice but to come up with an increasing number of dead hostages.

Morocco has done an excellent job not making any statement about the tragedy, they simply repeated what the APS has said.
This tells me that Morocco under our king is maturing diplomatically, Moroccans now know that trying to console the Algerians is not something you do considering that hate that Algeria reserves for Morocco.

The worry more about Moroccans borders instead of their own.

The author is hoping for younger generations to take over, I am not sure that will be the case, suffice to look at their recent past "elections" and that will tell you the directions Algeria is taking. Basically they are going to the future with the past, they are doing everything to reelect Bouteflika for another 6 years in 2014 and that is such event.

Many of my compatriots are not happy about how things are going in Morocco but trust me folks things are not as bad as next door.

Just imagine Morocco has Algeria's natural resources!

Are.you aware of.the fact.that Algeria and Libya.have over a.1000 km of common borders
It pretty easy to sit behind the .safety of your computer and criticize our actions, we did stick to our policy of " No negotiation with terrorist s"despite all the pressures from the word powers.
As for mr. ISAM IN REGARDS of Algeria, please try to reform your primative protocol in regards of your king before lecturing Algerians.

Le Soir and al Khabar are reporting the sane questions raised by Masiky and Prez Bouteflika ordered an invistigation.

I think Hassan;s article asks good questiions and h e hopes to see young officers taking from the 70 years old genereals so North Africa can move on. How can you not agree with this??

SOME Algerians are oversensitive. On his last article Hassan Masiky heavily criticized Moroccan officials for the failure in Sweden. He did not acuse Algeria.
I ma surem Hassan would write the same article abut Morocco if this incident took place there.

One thing Algerian people now know is that their oil money is going to western countries, BP was taking the majority of the shares and hiring people from all over Europe, japan, US and the regular Algerian citizen does the dirty work of extracting the fluid from the dirt.

Is this the leadership that you are so proud of?
At least now the Algerian people are aware why their resource rich country is so poor.

The money that was supposed to go to the Algerian citizen, instead goes to the generals, goes to British Petroleum BP, shell, Exon, and chevron

The Algerian leadershing has nothing to be proud of, they open their air space for France and they tried to deny it but then laurent Fabius put them on the spot and said the truth that Bouteflika allowed France to fly from Algeria.

In this day of age, you will be caught now matter where or how you hide the truth.

The Algerians were more concerned about the facility than about human life according to AFP and we have people here who come to tell us how great is the Algerian leadership. The US forgave the Algerians du to their beneficial business with Algeria.
This clearly show that when it comes to business, the US does not care who dies and who survives.

Yes, some Moroccans are guilty of schadenfreude.
The Algerians are in a very tight spot. Between a semi-lawless Tunisia, and totally lawless Libyan and Malian territories the dangers for Algeria have increased dramatically.
I agree with Hassan that the regime must adapt to changing times when it comes to internal security. It is no longer fighting a ragtag band of Islamists as it did in the nineties. Today's terror groups are sophisticated and battle-hardened thanks to Bush's foolish forays in Iraq and Afghanistan. And lest we forget, a large number of Moroccans also belong to these nefarious networks. And they have Morocco in their eyesight.
So let's not tsk tsk our neighbor's action. We could be next.

To the Algerians visiting this board, if that makes you feel better, the Tunisians did exactly the same thing to us in CAN 2010, we dominated the game from start to finish and they won.

I guess they are smarter than both of us. Playing is nowadays 50% talent and the other 50% is brain.

Now things have gotten pretty complicated for you guys, I don't know how you are going beat Togo and ivory coast. If you do go to next round, then I don't see why you cannot win the whole thing.

Time will tell, good luck to Morocco, Algeria, and Tunisia too.

When it comes to NGO militant proliferation, an attack in In-Amenas is like an attack on the streets of Casablanca because the World is smaller today than before. And it's not called Al Qaeda in the Islamic Algeria but Islamic Maghreb!

Only a sub-terranean in Morocco experienced Schadenfreude after Algerian security was severely punctured. Most people I am sure will instead feel anxious about the region's future and mourn the survival of the Military tyranny in Algeria--histor ically a liability for the region, obstructing its betterment.

Algeria's irrational and fossilized ruling mentality is jeopardising the entire region and emitting a signal of weakness to not only terrorists but also any number of Imperialists.
